Matt Cutts declared a Google Penguin 3rd update on Oct. 5, 2012, a basic data-refresh, that only should affect about 0.3% of English queries and 0.4%. of all non-English queries.
Matt Cutts has said that Not only in English but Google penguin 3rd has affected all language(Spanish, Italian and French etc).

Awesome information, thank you for the updates. The Google Penguin Update has been rough on my non-profits' websites. We have been working our hardest in maintaining our page rank but it definitely has not been easy. We've been working with an SEO company to try and keep things steady and so far it has been working.
